Claude b30186b7c1 feat: Phase Q2 — PR Action Intelligence + Merge Queue Automation
Implements the unified GitHub → Operator → Prism → Merge Queue pipeline that automates all PR interactions and enables intelligent merge queue management.

## 🎯 What This Adds

### 1. PR Action Queue System
- **operator_engine/pr_actions/** - Priority-based action queue
  - action_queue.py - Queue manager with 5 concurrent workers
  - action_types.py - 25+ PR action types (update branch, rerun checks, etc.)
  - Automatic retry with exponential backoff
  - Per-repo rate limiting (10 actions/min)
  - Deduplication of identical actions

Quick Start

The desktop UI is bundled in backend/static/index.html and is served by the FastAPI app at http://localhost:8000/.

Prerequisites

  • Python 3.11+
  • Docker and Docker Compose
  • PostgreSQL 15+ (if running locally)

Installation

After either setup option finishes booting, browse to http://localhost:8000/ to load the Windows 95 desktop that lives in backend/static/index.html. The API is available at /api/* from the same server, so no extra reverse proxying is required for local or hosted (Railway, GoDaddy, etc.) deployments.
