- Fix relative paths for cross-directory links (../ops/, ../services/, etc.)
- Remove _(planned)_ markers from services that actually exist
- Remove confusing _(reference CONTRIBUTING.md)_ comments
- All links now properly reference correct paths
- Build still passes successfully
