Claude b30186b7c1 feat: Phase Q2 — PR Action Intelligence + Merge Queue Automation

Implements the unified GitHub → Operator → Prism → Merge Queue pipeline that automates all PR interactions and enables intelligent merge queue management.

## 🎯 What This Adds

### 1. PR Action Queue System
- **operator_engine/pr_actions/** - Priority-based action queue
  - action_queue.py - Queue manager with 5 concurrent workers
  - action_types.py - 25+ PR action types (update branch, rerun checks, etc.)
  - Automatic retry with exponential backoff
  - Per-repo rate limiting (10 actions/min)
  - Deduplication of identical actions

### 2. Action Handlers
- **operator_engine/pr_actions/handlers/** - 7 specialized handlers
  - resolve_comment.py - Auto-resolve review comments
  - commit_suggestion.py - Apply code suggestions
  - update_branch.py - Merge base branch changes
  - rerun_checks.py - Trigger CI/CD reruns
  - open_issue.py - Create/close issues
  - add_label.py - Manage PR labels
  - merge_pr.py - Execute PR merges

Prism Console — Merge Dashboard

Prism is the visual command center for BlackRoad OS operations.

The Merge Dashboard provides real-time visibility into:

Active PRs across all repos
Merge queue status
CI/CD check results
Auto-merge eligibility
PR action history

Features

Real-time Updates: WebSocket integration for live status
Queue Management: View and manage the merge queue
Action Triggers: Manually trigger PR actions when needed
Logs: View execution logs from the Operator Engine
Analytics: Track merge velocity and queue metrics
